Review and Signing Authority

Project specialists are responsible for reviewing all agreements and completing the summary document. In addition, finance advisors are expected to review:

  • All proposals
  • All funding agreements
  • All financial reports
  • Other financial documents

Documents requiring signature

Any documents requiring signature must be signed by one or more authorized MakeWay signatories:

  • Signing authority based on new certificates:
    • Up to and including $99,999K: Chelsea
    • $100K-$299K: Lizzie + Chelsea / Lizzie + Gayle on high-risk projects/relationships
    • $300K: Lizzie (Chelsea backup) + Gayle 

Review and approval process when no signature is required

Even when no signature or declaration is required, grant applications must be reviewed by one authorized signatory for any grant proposal or report that meets the following criteria:

  1. Proposals and reports for $100,000 or more - Review and approval required by one signatory authorized to sign over $100K 
  2. Proposals and reports to government or government entities - Reviewer dependent on amount of ask. If under $100K, follow usual authorized signatory rules. If over $100K, must be reviewed and approved by a signatory authorized to sign over $100K. 
  3. (At the PS discretion) Proposals that include new, high-risk activities, and/or - same as point 2 above
  4. (At the PS discretion) Any proposal or report describing activities or risks with which the project specialist is unfamiliar or would like additional mentorship - same as point 2 above

Review and approval for foreign currency

For documents in foreign currency, we determined a standard recommended for assessing which signing threshold is applicable when amounts are noted in foreign currency, based on the average conversion rates from the Bank of Canada. (to be revisited on an annual basis)

  • Value Under 73,329 USD, EUR, or GBP to be signed by a signing authority with authorization to sign up to $99,999.99 CAD (or those with authorization to sign any greater amount)
  • Value of 73,330 - 219,989 USD, EUR, or GBP to adhere to the requirements of the MW signing certificate process for documents valued at $100K-299,999.99 CAD
  • Value of 219,990 USD, EUR, or GBP and above to adhere to the requirements of the MW signing certificate process for documents valued at $300,000 CAD or greater.

When to use the Template

  • Agreement letter summary documents are also referred to by other names, e.g., review table, GAL summary. Please do not refer to the summary document as the GAL itself. This causes confusion for coordinators.
  • The template is not just for grants. It is also required for any revenue type in which information needs to be communicated to the coordinator, finance lead, and/or project e.g., sponsorship agreements, fee-for-service agreements

Signing Notes

When to use Signing Notes

  • Signing notes can also be considered as reviewer notes. They should be provided for any document going to a signing authority, even if no signature is reviewed. E.g., a government grant or grant >$100k that doesn’t require a signature.
  • The signing notes are also included at the bottom of the grant agreement letter summary template for instances where both must be completed
  • Complete as many fields as possible and be specific e.g., write out the project name, not just the number; don’t write ASAP for the deadline unless it is urgent
